Street Fairs Set for Season Off Broadway by Barry Owens From Maiden Lane to Murray Street, the streets of Lower Manhattan will yield to more than a dozen one-day street festivals this year. But unlike years past, festivals scheduled in the Community Board 1 district have been banned from Broadway. This season's street festivals, fund-raisers for nonprofit groups approved annually by the board, total 15 in all. While the fairs are often rubber-stamped by the board's neighborhood committees, those set for Broadway this year got a second look. Already deluged with street closures due to construction, some board members said shutting down a few blocks of Broadway, even for a day, would be an unnecessary burden on local business and residents. The board rejected requests for fairs proposed to be held on lower Broadway, the largest an annual Columbus Day fundraiser for the Bowling Green Association that closes the street from Battery Park to Fulton Street. The board voted to allow the fairs in the district if they were relocated to another street. "If someone is willing to come down to our neighborhood for a street fair, they're not going to mind walking another two blocks," said board member Catherine McVay Hughes, who has lobbied in years past against the fairs.
